Abstract

This research aims to provide an in-depth description of the knowledge and understanding of indigenous people's perspectives in collaborative governance for implementing the "Cas Kampung" program in Merauke Regency. The research approach used is a case study with a qualitative research design. The research results show that there have been no initial efforts to collaborate with other stakeholders in indigenous communities. They do not have a joint agreement to design institutions that allow indigenous peoples to be involved in the program. Facilitative leadership only occurs because there is no apparent collaboration between them. Therefore, as the initiator, the government needs to persuade indigenous communities to design joint programs.
